A three-volume institutional documentation package for the Regional Government Records Corpus, an independently assembled longitudinal archive of Virginia local-government public meeting records spanning eleven localities and approximately 87,800 files.

Volume I — Corpus Overview. What exists. Holdings by jurisdiction and record class, coverage windows, architecture, cross-jurisdictional crosswalks, demonstrated analytical yield, a named gap inventory, and the expansion plan toward statewide coverage.

Volume II — AI-Assisted Civic Research Methodology. How the corpus is built and interrogated. Discovery, scripted retrieval, normalization, transcription, indexing, AI-assisted analytical extraction, cross-model hostile review, verification discipline, quality controls, ethical framework, and known limitations of the method. Includes techniques for recovering records a repository has stopped publishing, and the distinction between minutes adoption dates and meeting dates.

Volume III — Virginia Local Government Public Records Lab. A partnership proposal for bringing the corpus and methodology under a university roof as a research, teaching, and practitioner-training program.

Five jurisdictions are held at research depth: James City County, the City of Williamsburg, the Williamsburg–James City County school division, York County, and the City of Radford. Pulaski and Montgomery counties are held as comparison cases, and four further localities as capability probes. Six of the eleven localities were assembled in single-session builds from a documented seed brief across four different portal vendors.

This deposit supersedes the August 2026 edition of the same package. Figures, holdings tables, and the expansion plan are as of August 2026.
