This teaching case examines representative judgment, public participation, financing structures, and procedural legitimacy during the James City County, Virginia Government Center controversy between 2023 and 2025.

The case follows Supervisor Barbara Null as the County Board of Supervisors moved through a sequence of project approvals involving design agreements, lease-revenue financing, land-use approvals, site-work authorization, and construction-management actions tied to the proposed Consolidated Government Center. Public opposition intensified during 2025, particularly surrounding the use of Economic Development Authority lease-revenue financing that did not require direct voter approval and the October 14, 2025 authorization of a $16.5 million Early Site Work Package shortly before a county election.

The instructional focus centers on representative governance, sequencing effects in public administration, procedural legitimacy, referendum politics, financing structures, public-meeting architecture, and the tension between elected judgment and organized public opposition.

The case was developed from the Regional Government Records Corpus, an independently assembled longitudinal archive of local-government records, transcripts, agendas, public-hearing materials, and governance documents centered on James City County and the Hampton Roads region of Virginia.

This case is written as a teaching case rather than an advocacy memorandum. It is intended for classroom discussion, governance analysis, public administration instruction, and civic research.
