This teaching case examines representative judgment, institutional continuity, changing positions in elected office, and procedural legitimacy during the James City County, Virginia Government Center controversy between 2023 and 2025.

The case follows Supervisor John McGlennon, a long-serving Board member and government professor who initially opposed the Consolidated Government Center proposal in 2023 before later becoming one of the project's public defenders as it moved through design agreements, financing approvals, land-use actions, and construction-related authorizations.

The instructional focus centers on representative governance, institutional momentum, sequencing effects in public administration, financing structures, public-meeting architecture, democratic legitimacy, and the burden elected officials carry when their public positions evolve over time.

Particular attention is given to the October 14, 2025 Board deliberation over the Government Center Early Site Work Package, where organized public opposition, a petition approaching 1,000 signatures, election timing, and referendum concerns collided with arguments for representative judgment and long-term institutional continuity.

This case is designed both as a standalone teaching case and as a companion instructional case to Public Participation and Representative Judgment in James City County (“The Null Case”), which examines the same Government Center decision sequence from Supervisor Barbara Null’s perspective.

The case was developed from the Regional Government Records Corpus, an independently assembled longitudinal archive of local-government records, transcripts, agendas, public-hearing materials, and governance documents centered on James City County and the Hampton Roads region of Virginia.

This case is written as a teaching case rather than an advocacy memorandum. It is intended for classroom discussion, governance analysis, public administration instruction, and civic research.
