Mounts Bay is a book-length narrative of the James City County Board of Supervisors, told through the chamber on Mounts Bay Road, October 2012 through 2026. The room is the constant. The chairs at the dais change, the residents at the lectern accumulate over years into a recognizable cast, and the procedural sequence does its work — the plot is what the room actually holds. The narrative draws on the Regional Government Records Corpus for verbatim transcripts, minutes, and audio-recorded deliberations across fourteen years, supplemented by the local press of the period. It is a story about how a place registers change, and about the difference between the meetings that make the county's official record and the meetings the record does not capture.
