Institutions govern through what they write down. Across four settings drawn from the author's deposited work, water and gas regulation in Virginia, Georgia and Tennessee, data-center zoning in Virginia counties, municipal finance in Radford and James City County, and the citations that generative search products display, this essay asks one question of each: who was assigned to ask how much.

It sorts the failures it finds into three kinds. In the first, on the forms and orders read, the instrument has no field for the decisive fact, or has one the public cannot see: a water-delivery report with no line for the customer, a certificate whose every cost cell is redacted, a generation order that names no capacity factor. In the second, the fact was recorded and, on the records examined, nobody read it against anything. In the third, the fact was recorded, read, and said on the record by people with votes, and the institution wrote that down and proceeded.

One thread in the corpus did something else with a gap. It built the missing series from federal filings written for another purpose, held that series against a second record, and then against its own earlier version. The essay treats that as the method. Every claim is page-referenced to one of twenty-two deposited works.
